Digital government initiatives usually focus on applications and platforms. But an e-service is only as available as the network beneath it, the facility hosting it and the continuity plan behind it. When infrastructure is weak, the application takes the blame.

Citizen-facing services demand reliable, secure and continuously available infrastructure. Ministries, municipalities and service centers need engineered connectivity, protected data environments and resilient operations — before and alongside any application rollout.

Assess connectivity between facilities and toward service users, the state of server rooms and data infrastructure, security and access control, backup and continuity readiness, and the monitoring that keeps it all visible.

Treat infrastructure as the foundation project: assess first, modernize in phases, and put monitoring and care in place. Applications then deploy onto a platform that can actually carry them.
